Basing on the needs of anti-corruption culture, party proposed that Communists must always represent the forward direction of China's advanced culture. Can be said that the clean and honest administration is the inherent requirements of harmonious society, clean and honest administration culture is fundamental for the clean government, is the effective way to curb corruption.In this paper, we start from macro background, then talk about the concept of culture and the clean and honest administration, and to limit the scope of the clean and honest administration culture within the Chinese context, in the context of China's, we take about the grow environment , operation mechanism. Finally, some areas of China can learn from countries like Ningbo City which started early and have good local experience, establish a long-term mechanism, and make honest assessments of it.
