Reform and opening up three decades, rapid economic development in rural areas, but cities, the growing gap between urban and rural areas. Onevery important reason is the construction of rural infrastructure can not meetthe growing needs of the rural economy. At present, China's rural infrastructure, there are many problems. For example, the rural infrastructure was inadequate, irrational structure of rural infrastructure, rural infrastructure financing channels for poor, rural infrastructure, lack of supervision and maintenance.The reason, mainly in rural areas the government in the absence of infrastructure, supply of the central and local government responsibilities are not clear. And foreign construction of rural infrastructure to be introduced successful experience, combined with the construction of rural infrastructure, improving the actual situation of the rural infrastructure of the legal measures. Pursuit of value from the start with the basic economic law, to the pursuit of substantive fairness and social benefits of economic law for the view that the Government should improve the construction of rural infrastructure, macro-control legal system, a clear division of all levels of government in ruralareas in terms of infrastructure.Improve the rural infrastructure planning legal system, and increase government finance the construction of rural infrastructure support, development of scientific and reasonable budget for rural infrastructure and the special legal system, strengthening the rural infrastructure transfer payment legislation to protect farmers in rural infrastructure Facilities in the right to speak for rural infrastructure and provide a strong legal system to support and realize the harmonious development of the rural economy.
