With the rapid development of computer technology, the internet has been widely applied and spread around the world. This kind technology advancement has gradually spread to the traditional business field and combined with it perfectly, thus a new business model– E-commerce was created. As an innovative business model and with the high efficiency, low cost, digitization, globalization and other advantages, the E-commerce has thoroughly broke through the space and time limitations of the traditional trading patterns, greatly reduced the transaction cost, expanded trade scope, improved the trade efficiency, promoted the development of global economic integration and provided unprecedented opportunities for the operators and consumers. While created great economic benefits for the community, the E-commerce also has brought serious challenges to the traditional consumer protection system. With the unceasingly highlighting of related problems and contradictions, the key point to promote the orderly development of e-commerce is to keep pace with the times and change the reform measures to protect consumer interests and cultivate the consumers' confidence of this new business model.Consequently, this paper starts from deepening the understanding of the particularity of E-commerce transactions and discussed the consumer rights protection under E-commerce in four parts,PartⅠ: Overview part. This part mainly introduces the E-commerce concept, the transaction type, and defines the E-commerce consumer range; meanwhile it also described the facing challenges of consumer protection under the new environment and the necessity of constructing the rights and interests protection system.PartⅡ: Questions raised part. This part mainly analyzes and explains the problems and hidden troubles of right to know, fair dealing, security rights and dispute settlement mechanism under the new transaction environment.PartⅢ: Learning part. This part mainly introduces and explains the relevant laws and regulations, policies and guiding principles of consumer protection under e-commerce environment in the OECD, the United States and the European Union as well as our country related legislation.PartⅣ: Suggestions proposed part. This part mainly proposes my own suggestions of constructing and improving consumer protection system in China and how to solve problems purposefully based on the above mentioned.
