Mass disturbance is the action taken by crowds toward the government directly, in order to realize their common interests or resolve their problems through talks or negotiations. In some cases, people may even have conflicts with the government staff. Such disturbance may lead to some negative and destructive effects like disturbing the public order and social security, destroying the image of the Party and the government, and inducing serious crimes, although it's the internal contradiction with the people essentially. During the period of social transition, mass disturbance has distinguished itself the key to public order and social security. Therefore, it is an urgent task to control mass disturbance for a stable and harmonious society.By analyzing the present cases in suburbs of Shanghai and studying the theory of the government's public administration and crisis management, the dissertation discusses the characteristics and causes of those disturbances in depth, and figures out the features as"mass, interest, contradiction and emotionality". It is because of the conflicts induced by the social transition, the lack of law basis, default of public staff, and weakening of controlling system. On the ground of the above, the dissertation regards the major barriers of the present controlling system are the inappropriate expression of the mass'appeal, ambiguity of staff's responsibilities, and the delay of information transfer. The problem may be blamed to the imperfect legal remedy, grassroots organization, information management and contingency plan. And countermeasures are suggested: to perfect the policy, offer the community service, improve the information management and guarantee the techniques.
