Research On The Towns Government And Village Committees' Relationship'S Problems And Solutions Of China

Rural grassroots management is the starting point and the foundation of a national management. Since 1980s, in our country rural grassroots formed the mode of"township-politic-village-govern". Existing this pattern has its historical rationality. This pattern can improve the positivity of state and society , not only in favour of realizing effective national management, but also can improve social autonomy and vigor. But in the process of specific using and operation, there are many contradictions and problems between the township government and the village committee because of power , profit, system, and so on .Most of contradictions and problems cannot be solved timely and effectively, even appear sharpen in some time and field. This paper tries to aiming at the problems of the relationship between the town government and the village committee in Zou Ping county, using game theory to discuss its reasons, put forward some practical and operability measures or counterplans, in order to providing some suggestions for constructing the harmonious relationship between the town government and the village committee.Paper is divided into four parts. The first part, the basic concept definition of the township government and village committee relationship and the overview of the game theory. Descrip the concept of towns government and village committee in detail, the basic ideas of game theory and its reference sense study on the relationship between the township government and the village committee. The second part, introducing the present situation and characteristic of relationship between the town government and the village committee in Zou Ping county. The third part, expound the expression and reason analysis of inharmonious relationship between the town government and the village committee in Zou Ping county. Through this way, using game theory deeply analyze to find inner reasons. The fourth part, inspired in game theory, put forward the idea of improving the current administrative system, improve democratic ideas, increasing the strength of village things is made public, realize game information equilibrium, develop rural economy construction township government and village committee with game, perfect the relevant interests of legal system Countermeasures, and explains in detail the implementation process and the steps countermeasures. By using literature study, on-the-spot investigation and system analysis and other methods, study on the situation, problems and countermeasures of our country relationship between the town government and the village committee, it has very important practical significance in constructing the harmonious relationship between township government and village committee. Grassroot democracy construction are still at the primary stage in China, many theory and specific measures need further exploration and inspection.
