Therefore, the main stream of population of China began to do various practices and explorations under the guidance of the CPC. The previous mass election was transformed into the direst election at present, with the village committee election greatly improved both in content and form.Meantime, however, there are still some problems in village committee election. For example: qualification of voter has no definite standard; dismiss of village committee members is difficult; township government interferes too much; relationship between the two committees is tense; bribery is prevalent; and the farmers'attitude toward election is indifferent, etc. These problems have profound reason: (1) the village committee election laws and regulations are too abstract and general for the legal issues related to the definition of uniform standard; (2) township governments and village Party branch motivated by profit or the impact of the habit of inherent thinking makes the change of roles difficult; (3) punishment of electoral violations is hard to carry out due to the lack of legal basis; (4) monitoring of the election is insufficient.To improve the village committee election system and set up a sound and just election environment is the key to the development of the rural area and there are a few suggestions on the improvement of the system: (1) to strengthen the system construction of the village committee election, make clear legal voter registration standard, pay attention to the election, complete legal provisions on bribery and removal, and build a lawsuit mechanism for building a more open and fair election environment to provide The village committee election is an election system within and protected by the law and regulation. It is indispensible to the self-governing of farmers and legal protection; (2) township and village party branches should have right mindset, strengthen their training and learning, and increase publicity on the village committee election and supervision, enable the villagers to understand, and become familiar with relevant laws and regulations and actively take part in the election and supervision of village officials; (3) to establish a scientific and efficient two committees operating mechanism and to implement Yijiantiao where conditions permit; (4) to bring the supervision of village officials, township governments, village party branches and villagers into full play in order to establish an organic and mutually stimulating supervision environment.
