| Village-based Accountability System,as a common working method in rural areas,was formerly the Cadres in The Village established in the planned economy era.At that time,the government controlled the economic and political development of the countryside by being stationed in the village.Resident cadres and villagers live and eat together,not only to resolve farmers’ dissatisfaction with certain policies and systems,and to maintain social stability,but also to actively organize farmers to implement various political and economic policies of the central government and convey various documents of the central government with instructive thoughts.With the development of society,the meaning of Cadres in The Villagehas changed slightly,and Village-based Accountability System has also been given a new meaning.As an important means of rural management,the healthy development of village work is related to the stability of the country and the development of society.In recent years,due to the high pressure and responsibilities of Grassroots Government work,the imperfect work system in the villages,the ineffective assessment and rewards and punishment measures,and the fleeing of young people from the towns,How to improve the Village-based Accountability System has become an important factor affecting the work of the towns and townships,and has become a significant part on rural governance of our country.Studying the problems and reasons existing in the work of Village-based Accountability System in S Town,Shanxi Province,and further extending to the defects and deficiencies of the current Village-based Accountability System in our province will help us deepen our understanding of the Village-based Accountability System and scientifically grasp the key points of Village-based Accountability System,effectively resolve the contradictions in work,and promote the management of our village and its own development.This paper mainly includes four parts.The first part introduces the development of Village-based Accountability System.Through looking at the development of Village-based Accountability System,it points out the focus of Village-based Accountability System in the current situation,and points out the identification of each officer in the work,so as to lead to the following discussions of current situation and problems.The second part is the current situation of Village-based Accountability System in S town.Through a specific description of the existing work organization,work system,and work methods in S town,it fully presents the work mode of Village-based Accountability System in S town.The third part is the analysis of the problems and causes in the work of Village-based Accountability System in S Town.It comprehensively analyzes the problems in the work mode,work standards and work effectiveness of S Town,and then backwards analyzes the reasons.The fourth part is to put forward countermeasures and suggestions,and make specific policy suggestions for the deficiencies in the Village-based Accountability System in S town.On the basis of sorting out the problems in the Village-based Accountability System in S Town,this paper focuses on searching a large amount of literature and in-depth interviews with other officials to analyze and understand that under the background of several key tasks such as poverty alleviation across the country,winning the battle against the blue sky,and improving living environments,Village-based Accountability System is faced with huge challenges: Village-based Accountability System is a powerful measure to promote the construction of new rural areas.Through external help to promote the development of the village,the most intuitive impression is that the rural infrastructure has been improved.the happiness of farmers are enhanced and the construction of a new socialist countryside is strengthened.However,in the process of social development,Village-based Accountability System inevitably has its own limitations.Take the village officials of S town in Shanxi province as an example,they should be the commanders and combatants in village building and development,as well as the role of correspondent of “reporting information,uploading information to the next”,but due to various reasons such as the government,the village committee,and the village officials himself may become the “secretary” of the village committee cadres,or become a “hands-away shopkeeper” who doesn’t bother to learn about village matters.In addition,the village officials also have the risk of doing more thus taking on more responsibility.All of these lead to low enthusiasm for work participation and reluctance to go to the village.In the end,the management role is not obvious and the assistance effect is not obvious.Then the purpose of Village-based Accountability System cannot be achieved.In this context,it is particularly important to improve the working conditions of the existing Village-based Accountability System.In this regard,this paper hopes to be problem-oriented,analyze the causes of the current situation,and strengthen the multi-party linkage by improving the Village-based Accountability System.The ways include reducing the burden on the Grassroots Government and establishing a reasonable incentive and evaluation system.Through strengthening the study and education of village officials so that their professional capabilities could be enhanced.Through strengthening rural self-governance,and enhancing the ability of village cadres,the current situation of Village-based Accountability System could be improved and thus further deepening the rural governance;this paper also hopes to reflect on the existing management methods through the problems in the work,and provide a theoretical basis for the future improvement of the policy. |
