Command And Obedience:Generation Mechanism And Optimization Strategy Of Town Village Relationship

"Rural governance and village governance" is a social governance model in China's rural areas,accompanied by the implementation of the household contract responsibility system and the disintegration of the people's commune system.After 30 years of development,village governance "mode is gradually mature,but in the town village relationship,there are still excessive township government intervention and control of the villagers' autonomy,and obedience,village organization of the township government and the dependence of the subsidiary.Based on the analysis of the evolution of the relationship between the township government and the village,taking the town of L,Hangzhou as a case study,this paper studies the generation mechanism and optimization strategy of the current town village relationship.This study suggests that the existence of "truth relation in order obeying the current between town and village,and further analysis of the reasons for the situation,put forward countermeasures and suggestions to improve the relationship between township administration and villager autonomy:perfect the villager autonomy law reform;variable pressure type government to service government;adjust the relationship between town and village,township variable the government service terminal;enhancing the township cadres,village cadres to establish business ability;village" cooperative governance "model of governance,expand the government under the leadership of" public participation".
