Migrant worker group is a special group in the process of China'surbanization and industrialization, which has made great contributions to theall kinds of the society such as urban construction, development of the ruraleconomy, and so on. However, due to various reasons, they suffered manykinds of discrimination and always be rejected in the urban lives anddissociated at the edge of urban life. Therefore, based on concerning studieson the rural workers' becoming town's citizen, the author in this article willadopt some measures of collecting and analyzing materials, such asbibliographic search, questionnaire survey, in-depth interviews and so on, takethe migrant worker of Lanzhou municipality as the research object, choosesocial exclusion theory as tools, inspect social exclusion faced by migrantworker in the process of becoming Urban residents, analyze institutionalfactors which cause social exclusion and try to reveal the primary cause of thisphenomenon.This article comprise 5 chapters: in the first chapter, it introduces theorigin, the purpose and its significance of the study. It also reviews theconcerning literature about social exclusion theory and the rural workers 'becoming town's citizen by some domestic scholars, and makes a brief review.chapter 2, the concepts used in the article are defined; the theory is furtherdiscussed; and the research methods and survey program are defined.Chapter 3 inspects the social exclusion faced in the process of the ruralworkers ' becoming town's citizen from 3 aspects: the exclusion of the labors'market, the exclusion of the civil rights and the exclusion of the urban culture.Chapter 4 analyses the factors of official system and unofficial system of theexclusion about the urban lives to the rural workers ' becoming town's citizen.Chapter 5 puts forward research conclusions and makes a simple discussion.The research findings are the following: the first is that a habit ofexclusion to the migrant workers has been formed in the urban society. Thisexclusion makes the migrant workers isolate from the mainstream society in the city and becomes marginalized day by day; The second is that the currentpolicy practiced in the society is the critical factor for the migrant workers to beexcluded in the urban lives; The third is that discrimination and exclusion of thelabor market is the root cause of poverty for the migrant workers; The fourth isthat the incorrect guidance of urban mainstream culture and ideology deepensthe discrimination and prejudice that the migrant worker suffered in the urbanlives; The fifth is that many kinds of the explicit or implicit social exclusionsuffered in the place of influx, weaken the approval for them to the city wherethey would work.The research conclusion are: 1) to break the institutional obstacles andbuild the peasant workers' service system led by the government and thewhole society taking part in; 2) to pay attention to the influence of the informalsystem, breaking the division of the dual social relations, promoting theconvergence about the local culture and the urban civilization and protectingthe rights and interests of the migrant worker in law. Unless the two aspectsmentioned above are combined organically would the exclusion of the urbanlives be weakened and even eliminated, would the process of the rural workers' becoming town's citizen be quickened, and urban and rural harmoniousdevelopment be come true.
