When rural China cannot satisfy the increasing demand of farmers on the living standard, while City's development needs a lot of labor resources, rural farmers begin to immigrate to cities. Rural migrant workers, however, are met with a lot of difficulties, such as the opportunities to get a job, the hardness to acquire the salaries, and lack of social support for the migrants in hardship,etc. All these deprive their due benefits and rights, which put them in a pretty mess. Then rural migrant workers will react and use their so-called "weapons of the weak" in Scott's theory to fight against the illegitimate policies for the survival, including the deviant behaviors.The article tries to analyse the institutional reasons of the difficulties rural migrants met, and also, to explore the structural and cultural reasons lying behind. Policies in cities work for the citizens of the cities and exclude the rural migrants out of the public goods and services including the job provision and social & governmental support. These institutions are the exterior tokens of deep dual-structure and dual-culture, the profound conflict on structure, benefits and culture under dual societies put rural migrants living in the blade.
