Corruption among government officials has been an issue worldwide for years. Whether it is in traditional or modern society, the logic of power and corruption would inevitably seem to go hand in hand with corruption. Meanwhile, corruption within the government system should qualify as the most dangerous kind. It has been a social concern in China for its deep penetration, compromising the reputation and administrative capacity of this country while posing threat to social justice and people's basic rights. Now here in China, corruption has already grown to a somewhat harrowing extent and thus forbids our ignorance of the situation. It is of vital importance to address this now.Collective decision-making is one way frequently used to prevent corruption. But why is the fact that it nourishes the spread of corruption instead of inhibiting it now? How do we explain the birth of'collective corruption'? This essay provides an analysis of the formation of real power using the theory of Power Index. By establishing a game model showing the inner coherence between real power and corruption, we come up with these conclusions:â‘ In a collective decision-making setting, real power of a hand authority would be further strengthened, which is contrary to our common sense; with the growth of power index (which depicts the degree of disposable authority), the likeliness of a hand authority corrupt also grows. This can be verified by the cases in Chapter 5.â‘¡Due to the disproportional distribution of power, namely a large share of power is within the hands of the few which facilitates the come-about of conspiracy of the few, it is no wonder that collective corruption would occur. If the power index of each official is lessened, the distribution would be more uniform, which means it would need more members before a clique of conspiracy is formed. Thus, the corruption income of each official would be relatively lower and the occurrence of collective corruption would be accordingly less likely.To testify the predicted conclusion, an investigation and calculation of the leaders'authority in reality followed, which are done by the means of expert voting using The Analytic Hierarchy Process(AHP). I then go on to make a positive analysis of the correlation between the proportion of power and corruption, verifying the conclusion drawn from Theory of Power Index. Finally, a prospective solution framework and some policy advice would be given. This is the logic structure of this essay. This essay embraces the research of the precedent and endeavors to treat the issue in question with Theory of Power Index, which concentrates on the following aspects: First, genuine cases are used for a precise and up-to-date description of the current situation, providing a sound basis for the theoretic and positive analysis.Second, Theory of Power Index is adopted for the analysis of the conducts of the officials and formation of corruption. By establishing a game model depicting the inner coherence of the authority of the officials and corruption, a general conclusion or proposition is obtained which constitutes this essay.Third, the cases happened in colleges are used, which are of familiarity with the author. Then, by the means of expert voting using AHP, an investigation and calculation of the officials'real power distribution is given. A verification of the drawn conclusion ensued through a positive analysis of the correlation between the power index and corruption.Lastly, a prospective solution framework and some advice on policies are offered based on theoretical and positive analysis above, guided by the experiences of other countries in the fight against corruption.
