Research On Power Corruption And Its Control In The Field Of Poverty Alleviation In H Autonomous Prefecture Of Yunnan Province

Eradicating poverty and gradually realizing common prosperity are the essential requirements of Chinese socialism and the important responsibilities and missions of the Party and the government.Poverty alleviation is related to the people’s livelihood.It is of great significance to improve the people’s quality of life,maintain regional peace and stability and build a well-off society in an all-round way.In recent years,China’s economy has made rapid development,but the imbalance of regional development and the large gap between the rich and the poor are still obstacles to poverty alleviation.With the concept of "precise poverty alleviation" put forward by General Secretary Xi Jinping in 2013,the central and local governments have launched a series of practical poverty alleviation policies,carried out various poverty alleviation projects,and at the same time,the financial departments have given a lot of financial support to poverty alleviation.At the same time,many power corruption problems have arisen in the field of poverty alleviation,which seriously damages the interests of poverty Alleviators and social justice,and undermines the effective implementation of poverty alleviation work.Based on the theory of supervision and restriction of public power and power rent-seeking,this paper expounds the development process,measures and mechanism of poverty alleviation in Yunnan frontier minority areas,and summarizes the current situation,characteristics and impact of power corruption in poverty alleviation,including poverty alleviation cadres’ work in poverty alleviation.They are weak in performing their duties,incorrect in style and corrupt in dereliction of duty;illegally embezzling and misappropriating special funds for poverty alleviation;making use of their powers and powers to seek benefits for themselves or others;even asking for bribes from poverty alleviation targets,and collecting benefits and fees in violation of regulations.Power corruption in the field of poverty alleviation has had a serious political,economic and social impact on the country.This paper analyses the causes of power corruption in the field of poverty alleviation,mainly for the poor cadres’ lowpolitical literacy,weak legal awareness,distorted view of power and abuse of power;at the same time,the fund supervision mechanism of poverty alleviation work and the cadres’ public power supervision mechanism are imperfect.This paper holds that we should comprehensively apply the three anti-corruption measures of "education","prevention" and "governance" to educate the responsible persons and the targets of poverty alleviation,strengthen the sense of honesty and self-discipline of the cadres and the legal rights protection of the targets of poverty alleviation,improve the supervision mechanism of poverty alleviation funds and the supervision and restriction mechanism of public power of the cadres,and expand the inspection and inspection by the Discipline Commission.We will increase the probability of finding corruption and intensify efforts to combat corruption in the field of poverty alleviation.
