Perfecting China's Public Events Administrative Information Disclosure System

In Recent years, there is a series of suddenly public events happening in our country, erupting from SARS in 2003," Weng'an event "in 6.28,2008, to the violence that occurred in Shishou city,Hubei Province,2009, challenging capabilities of handling emergencies of central committee and all levels of local government of China. In these cases, that how Chinese government discloses the extent of relevant information in a timely manner and the ability to deal effectively with events attracted wide attention from domestic and international community.Information disclosure system has become an important breakthrough for our government to improve its ability to build a socialist harmonious society. Information disclosure system is to prevent the alienation of administrative power, a weapon to resist and prevent corruption. However, there are still many problems existing in Chinese government information disclosure system ,leading to a delayed , ineffective government information disclosure and a weak protection of the public's right to know."The Ordinance of Government Information Disclosure of People's Republic of China"came into effect on May 1st, 2008, which offers a design philosophy, operational framework and legal basis for government information disclosure system. We can implement the ordinance to make the government information open and transparent as well as protect the citizen's right to know by studying the government information disclosure system in order to establish a socialist harmonious society. In the second session of the tenth National People's Congress premier wen jiabao in the government work report stressed: in order to keep people informed and supervision, we shall establish a government information disclosure system to enhance the transparency of the government. In 30 years of reform and opening up, China has made great achievements in economy and society,but also come into a period of contradiction highlights.The unexpected events propose new requirements of ruling ability and the level of administration for Chinese government, establishing a sound information disclosure mechanism within the framework of the political system of government has been pressing . as well as problems have been discussed in this article. Based on the results of the field of domestic and foreign information disclosure,legislation and institution building, combined with China's national conditions, the constuction of information disclosure system with Chinese characteristics has been investigated.The first part is about the public event information disclosure system, and the related basic concept. The second part is about the achievements of the public event information disclosure system of western developed countries and its enlightenment to China.The third part is about China's information disclosure system of the existing problems .The fourth part goes on with how to perfect the information disclosure system of public events. Only by fully understanding the important significance of legal information public, effectively drawing the research and practical experience at home and abroad, can we accelerate the legal and administrative process of public crisis disclosure.
