The third Plenary Session of the 18th Central Committee of the CPC first pointed out that the overall goal of deepening the reform comprehensively is to improve and develop socialism with Chinese characteristics, and to promote the modernization of the national governance system and capacity. With the rapid development of information technology, social governance and the government crisis management are facing many sudden new situation and new challenges, sudden public crisis information management has become an important research field of public crisis management, but the current research in this area does not constitute a reasonable and effective framework and system which the government crisis information disclosure as one important part of government crisis information management is rarely involved in. The author focused on this situation, aimed at breaking the deadlock of current research pattern that the insufficient attention paid on government crisis information disclosure, more focus on theory and less focus on practice, more qualitative research and less quantitative analysis pattern of existing research policy recommendations to the attention, with a view to provide some operational and specific policy suggestions. Based on the relevant concepts, theoretical basis, analysis of method and principle, the paper started from 113 samples of public emergencies, aimed at studying the issue of evaluation and influence factors of government emergency management information transparency as follows specific logical framework. Firstly, constructing a set of evaluation index system by using AHP constructed, and calculating the weight of each indexes. Secondly, based on the principal-agent theory, using " media heat"," local government information transparency inertia"," official responsiveness"," the category of public emergency "," the harm degree of public emergency"," government levels"," whether has the intervention of superior " such seven indicators as explanatory variables forming the theoretical hypothesis which has two key explanatory variable responsibility and momentum, constructing regression model, and using OLS method to test hypotheses. Thirdly, putting forward policy recommendations based on the above empirical research. The basic conclusions of the study are as follows:"government information transparency inertia"," official responsiveness"," media heat" have significant positive correlation on local government emergency management information transparency." The harm degree of public emergency" has negative correlation on local government emergency management information transparency."The category of public emergency," government levels"," whether has the intervention of superior " have no significant correlation on local government emergency management information transparency.
