Research On The Public Procuratorial Affairs Of The X District Procuratorate Of Dalian City

Publicity of procuratorial affairs refer to public procuratorial information related to procuratorial powers to the public and litigant participants in accordance with laws and relevant provisions,excluding state secrets,business secrets,personal privacy,etc.The publicity of procuratorial affairs is of great significance to enhance judicial credibility and comprehensively promote the rule of law.Public procuratorial work is an important measure implemented by procuratorial organs in recent years.It is also an important means to optimize the environment of handling cases and law enforcement and to safeguard judicial fairness and justice.It is also an important manifestation of the legalization and transparency of the work of procuratorial organs.With the comprehensive development of national judicial reform and the convening of the 18th National Congress,judicial openness has gradually become the focus of public attention.After 20 years of development,great progress has been made in judicial publicity.Especially in recent years,with the rapid progress of modern information technology in China,judicial openness has opened up a new situation.For a long time,when people think of judicial publicity,they often neglect the publicity of procuratorial affairs,which leads to the late implementation and slow development of the system of procuratorial publicity.In the process of promoting the publicity of procuratorial work,the basis,subject,object,content and means of publicity have been improved,but it is noteworthy that the publicity of procuratorial work still lags far behind the expectation of the public for judicial justice and publicity,and can not meet the growing demand for judicial information of the people.Efforts should be made to adapt to the new platform brought by the new media to the procuratorial openness,to combine the traditional openness with the new media resources,and to build a multi-directional,multi-perspective,timely,full coverage and full process of public means,so as to promote the procuratorial openness in depth.The procuratorial work must operate in the sunshine,promote justice openly and show public trust in order to create conditions for the realization of the goal of judicial system reform.In addition,the publicity of procuratorial affairs is a practical problem,and the level of theoretical research is not deep enough.The lack of clear laws and relevant provisions as the basis leads to the lack of complete theoretical support in the practical work of the publicity of procuratorial affairs.The deep-rooted traditional concepts lead to greater resistance to the implementation of the system of public procuratorial affairs,and the implementation effect is still unsatisfactory.The publicity of procuratorial work is a practical problem,and the research level at the theoretical level is not deep enough,which leads to the lack of complete theoretical support for the actual work.n terms of the basis,subject,content and object of information publicity,the concepts of procuratorial affairs publicity and government information publicity and trial publicity in a narrow sense are obviously different and have their own characteristics.In view of this,the analysis and construction of the public prosecution system is very necessary and important.This paper takes the X District Procuratorate as a sample to study the procuratorial affairs publicity system.Through the empirical analysis of the procuratorial affairs publicity work of the X District Procuratorate,it focuses on the research of the procuratorial affairs publicity system and practice,and puts forward its own suggestions to promote the X District Procuratorate procuratorial affairs publicity to play a better role.Through practical investigation,Summarizes some problems existing in the process of promoting the publicity of procuratorial affairs in District X Procuratorate:case information publicity is not timely;case information publicity is not standardized;open platform is not standardized;lack of relief system;inadequate publicity.Through the use of public management theory,service-oriented government theory,rights restriction and supervision theory to analyze the underlying causes of the problem.The study found that the main reasons for these problems in deepening the publicity of procuratorial work are lack of case information publicity review system,insufficient attention to the use of the media,lack of evaluation and relief system,and weak public awareness.In view of these problems encountered in the practical work of procuratorial openness,On the basis of drawing lessons from domestic and foreign experiences on judicial and procuratorial publicity,this paper sums up the corresponding countermeasures and suggestions.including the standardization of system construction,improving the construction of procuratorial open platform,and increasing investment in the construction of procuratorial openness.From the theoretical level,when analyzing the problems and reasons in the process of opening procuratorial affairs,we should combine more knowledge of public management,and put forward the public countermeasures which need to be tested by practice and time.
