Administrative Service Center Of China's Problems In The Construction And Countermeasures

In recent years, with the acceleration of the democratization process, the consciousness of civil rights has been enhanced, citizens' demand for public services has become more diversified and traditional public service model is showing its drawbacks gradually. In this situation, the Chinese Government is reforming day by day, and the Administrative Service Center is generated in such reforms. Administrative Service Center, as a new type of service, is the pilot reform of government institutions. It is exploring some new ways of public service in some respects. Therefore, the construction of the Administrative Service Center, will have some meaning of referencing in the aspect of inheriting the previous research on the administrative services and enhancing the construction of Administrative Service Center.This article, after discussed the concept, features, organization, and construction on a theoretical basis and practical conditions of Administrative Service Center, will combine with the construction of the actual situation of Administrative Service Center in Qinhuangdao City, to conclude some accomplishments achieved in the construction of Chinese Administrative Service Center and found some problems in the constructions, then proposed some measures to advance a sound development to it: Firstly, laws and regulations should be introduced to clearly define the nature, name, functions, scope of examination and approval authority of the Administrative Service Center; Secondly, the Administrative Service Center should find a suitable management system of their own development from the personnel management system, monitoring system, financial management system and so on; Thirdly, the administrative service center should focus on internal process reengineering, the real vetting to establish parallel operation mechanism, give full play to the line with the intermediary role in the administrative examination and approval, training high-quality citizen participation in politics; Finally, a matching E-Government technology with approving work of the Administrative Service Center should be developed to promote online business and to achieve the open, fair, transparent, timely, and secure objectives through technical means. The results of this study can not only inherit and carry forward the previous relevant theories on administrative service center, but also contribute to the practical work of the construction of the Administrative Service Center.
