Deepening The Reform Of Administrative Examination And Approval System Covering With Country Under The Perspective Of Service-Oriented Government

Under the backdrop of significant development in China’s socialist market economy, it is urgent to reposition the role of government in the market, and to clarify the changing direction of government functions in the new era.In recent years, all levels of government have made great efforts to promote the reform of administrative examination and approval system, which has established the basic conditions for transformation of government functions. The 18 th CPC National Congress has put forward, under the goal of Chinese-featured socialistic administrative system, to promote the reform of government administration, and the establishment of a clean, scientific, efficient and satisfying service-oriented government. It is the only way to transfer the functions of our government from control-oriented to service-oriented by simplifying approval matters and deepening the reform of administrative examination and approval system.County government is an important fundamental organization in the process of socio-economic development, and plays an important part in our government service system which undertakes the connections from the upper to the lower. Service-oriented government is the inevitable choice of government functions transformation, is the product of deepening the reform of the government, but also an important practical results and theoretical achievements of foreign government reform. To build a service-oriented government, it has the top priorities to deepen the reform of administrative examination and approval system and to bring the administrative examination and approval service functions of county government into play.With inspirations from reforms of administrative examination and approval in other countries, in the perspective of service-oriented government, this paper set Jinjiang City as an example, pointed out and analyzed the main current issues in deepening the reform of the county administrative examination and approval system, and explored appropriate measures and guidelines.
