From the "planned economy dominated by market regulation in the 1980s" to the "market plays a decisive role in the allocation of resources" put forward by the Third Plenary Session of the 18th CPC Central Committee,the reform of the administrative examination and approval system has always been the government as the transformation of government functions And regulate the breakthrough of the relationship between the government and the market.The reform of the administrative examination and approval system is the carrier of promoting the transformation and innovation of the government management mode.The ultimate goal of deepening the reform of the system and mechanism of the government is to realize the service-oriented government from the traditional regulation to the new type of service.Not only the abolition of the traditional system,but according to the principles of government reengineering and customer orientation to promote the government,especially local government administrative examination and approval reform in this process.The system of administrative examination and approval is a derivative under China's long-term planned economy.Under the background that the government implements the simple government decentralization to build a service-oriented government,the traditional administrative examination and approval system can no longer meet the objective needs of establishing a service-oriented government and perfecting the socialist market economic system and hinder the further development of market economy and government functions optimization.The 18th CPC National Congress put forward the proposal of building a service-oriented government that is "scientific,structurally optimized,clean and efficient,and satisfied by the people." At the same time,it deepened the reform of the administrative examination and approval system and continued to decentralize power.The Third Plenary Session of the 18th CPC Central Committee put forward the overall goal of deepening the reform in an all-round way,perfecting and developing the socialist system with Chinese characteristics,and promoting the modernization of the state governing system and governance capacity.Promoting the reform of the administrative examination and approval system is of great significance to improving the socialist market economic system with Chinese characteristics,deepening the reform of the administrative management system,preventing and curing corruption fundamentally and fundamentally,and safeguarding the vital interests of the overwhelming majority of the people.The public administrative service center is a new thing emerging in the administrative system reform in our country since the late 1990s.It is an inevitable requirement of our government to try the administrative system reform.In 1999,China's first comprehensive administrative service center was established in Jinhua City,Zhejiang Province.Since then,some local governments such as Shenzhen and Xiamen have also begun to set up "one-stop" service halls for government affairs.Through the pilot project,the "one-stop" office mode and service concept were quickly disseminated and established nationwide.All levels of government in our country are also carrying out corresponding exploration and reform in terms of the number of administrative examination and approval matters and the power of examination and approval.The administrative service Efficiency and quality have been significantly improved.In 2015,guided by the policy of decentralization and decentralization and the establishment of a service-oriented government,the Dalian municipal government focused its efforts on reforming the administrative examination and approval system and setting up a comprehensive lobby for public administration services.Government,enterprises and citizens are the main members of society and there is an inseparable relationship with the administrative examination and approval of Dalian Public Administrative Service Center.Therefore,this article selects these three categories to conduct the administrative examination and approval satisfaction survey of Dalian Public Administrative Service Center.In the context of the Internet and information technology,this survey conducted a special survey and information collection using the "online" APP software "Questionnaire Star" and "offline"questionnaire survey,and the use of reliability test,validity Test,two independent samples T test and other methods to carry out empirical analysis of the relevant conclusions.Further study found that the public service center in Dalian has the problems of low efficiency of administrative examination and approval of "offline"and "offline",unreasonable charges of administrative examination and approval,and inefficiency of multi-departmental administrative examination and approval,which affect public satisfaction.Through this study,I hope to provide some reference and inspiration for the further development of administrative examination and approval reform in Dalian Public Administrative Service Center.This article contains a total of six sections.The first part is introduction.This paper introduces the research background,research significance and domestic and foreign scholars on the status of administrative examination and approval reform,and introduces the research content and research methods;The second part of the relevant theoretical basis.The government supervision theory,public service theory and market failure theory are used to illustrate the urgency and necessity of the reform of administrative examination and approval.The third part is the questionnaire design and municipal analysis of satisfaction degree of administrative examination and approval in Dalian Public Administrative Service Center,Results of the form of statistics,Dalian Municipal Public Administrative Service Center administrative examination and approval satisfaction survey results are summarized;the fourth part is the empirical analysis.The reliability test,validity test,two independent samples T test and other methods were used to analyze and draw conclusions.The fifth part is the reference of domestic and foreign experience.Through the introduction and analysis of the advanced experience in the reform of the administrative examination and approval system in the United States,Japan and China's Shenzhen Administrative Service Hall,the Xiamen Municipal Government Service Center and the Tianjin Binhai New Area Administrative Approval Bureau,combined with the administrative examination and approval system of the Dalian Public Administrative Service Center The sixth part is about the administrative examination and approval reform path of Dalian Public Administrative Service Center.This chapter mainly summarizes the research results of the dissertation,draws conclusions and puts forward the corresponding policy recommendations.
