In recent years, with a larger scale, group events are becoming more and more common. They are taking on various forms , being resorted to more severe means and resulting in serious impacts to the society. Now, these group events have become a real problem to the construction of socialist harmonious society for harming our social stability, a social phenomena that our governments are unable to get rid of and a hot issue the local departments should concentrate on. Therefore, accordingly, this essay shall research the numerous reasons and characteristics to sum up regularity and establish effective indicator system and offer pointed and practical precautionary measures based on realities reflected by indicator system so that we can reduce group events.First, while pointing out the meaning and importance of this essay, the author arranged the relating researches of group events, indicator system, the construction of warning system and the base of related theories.Secondly, the author analyzed the current situations of city group events and stressed the meaning of early warning. Besides, the author also provided practical basis by studying the existing problems of regulating early warning of group events.Thirdly, in according to social risk warning system, the author would establish city group events warning system, which includes: group events caused by land acquisition and removal, default of farmer's laborage and warning system in Xu Zhou. The author applied factor analysis to calculate the percent of index as well as put forward the standard of warning index.
