A Study On Construction Of Early Warning System For Group Events

Currently, China stays in a particular period, with its economy and society in transition and all kinds of reforms in China developing in depth. Group events due to various reasons among the people occur more frequently and more widely involved, some of which even grow into serious violent incidents like fight, smash, robbery and burning. They have already become striking social issues that have impact on the stability and public security in our country. Therefore, it is necessary to establish a practical early warning system for group events, which is used to implement the prediction,forecast timely and accurately by using modern scientific methods, to respond as soon as possible and to reduce the damage on society and economy caused by group events.This thesis defines concepts of group events, early warning of group events and warning system for group events, also introduces the domestic and international research trends, and especially analyses and studies early-warning management system, early warning indicators system,early warning management systems and legal system in representative countries and region, such as the United States, Canada and Hong Kong. Their experiences provide a theoretical reference for the construction of early warning indicators system of group events for our country. On this basis, according to the actual status of our country, learning from foreign and domestic social risk and research of early warning indicators system, the thesis puts forward an early warning indicators system of our country through data collection, data analysis, expert consultation, explains the early warning indicators system in detail, and builds early warning assessment models. Considering the features and the architecture of a system, the thesis discusses the function and role of early-warning management system, and studies system running process of early-warning management system. At last, the thesis gives suggestions and ideas of early warning system for a sound early warning system for group events.
