Party Grassroots Cadres Directly Elected Research. Elected

The key problem of the democratic polity which is the centre of socialist political civilization is that how to enlarge democracy in the process of the cadres'selection. As a democratic cadres'selection, recommending publicly and electing directly grassroots cadres not only relate to the reformation of Party's election system, but also touch upon stabilization of the grassroots political power and suffering of people.Taking Lenin and Deng Xiaoping's thinking about inner-party democracy as the theoretical basis, this paper has researched importance of developing inner-party democracy and big breakthrough of realizing public recommence and direct election in the inner-party grassroots democracy, has reviewed the development process of Nanjing's recommending publicly and electing directly in the past 7 years, has analyzed Nanjing's recommending publicly and electing directly according to background, scale and depth, practical procedure, existing problem. Then, linking the developing situations of other provinces'recommending publicly and electing directly, this paper thinks there are four problems in recommending publicly and electing directly of our country's grassroots cadres: the problem of reform motive force, the problem of cost-benefit, the problem of matching system and the problem of sustainability. Facing these existing problems, the author put forward four counter measures to improve recommending publicly and electing directly: insisting on the principle of the Party's supervision of cadres that is the boundary of recommending publicly and electing directly, standardizing the system's design that is the key point of improving recommending publicly and electing directly, developing the open of the Party's affairs that is the guarantee of improving recommending publicly and electing directly, cultivating good grassroots talents that is the key point of promoting recommending publicly and electing directly. Further more, this paper also place stress on recommending publicly and electing directly that is the important reform measure of inner-party grassroots democracy recent years has a big developing room and sustainable vitality. At the end of the paper, the author also analyzed the prospect of recommending publicly and electing directly, put forward promoting recommending publicly and electing directly comprehensively in different grassroots Party organizations, such as towns, villages, communities, enterprises and institutions, schools, hospitals. After 10 years'political practice and democratic awareness'cultivation, the democratic reform of CPC is going to arrive a higher height of the era as long as we take county level Party organizations as the next breakthrough point of recommending publicly and electing directly.
