The eighteenth Party Congress report has pointed out the need to continue thedevelopment of grassroots democracy, further expand inner-party democracy,continue to expand people’s democracy, improve the democratic system, enrich theforms of democracy, give play to their enthusiasm, initiative, creativity, accelerate thesocialist democratic political institutionalization, standardization, program, expandcitizens’ Orderly Political participation at all levels and in all fields.“Direct election” has been a symbol of our innovation achievements in theconstruction of grassroots democracy within the Party since twenty-first century inChina. This new mode of election is the outcome of the embodiment of the spirit andthe application of Marxism-Leninism, Mao Zedong Thought and the socialist theorywith Chinese characteristics.“Direct election” includes two forms——publicrecommendation and direct election. Public recommendation refers to choosingleaders among more candidates, at the basis of producing candidates fromself-recommendation, party member’s recommendation and party organization’srecommendation which expands the influence of democracy.All of the363community party organizations carried out the mode of “directelection” to choose their new leadership in the city of Nanjing, in August7th,2009. Itis the first time in China that the mode of “direct election” is carried out in aprovincial capital city.“Nanjing sumple” has provided new research materials for theconstruction of grassroots inner-party democracy in China, and has also opened up away for China to promote greater democracy. In the process, some successfulexperience is accumulated, but some problems are also exposed. Taking the theme of direct election as the focus of my research, my essay isdivided into four parts. The first chapter introduces the paper’s topic basis, theresearch achievements at home and abroad, research ideas and methods. The secondchapter explores the theory and history of the development of socialist democracy atthe grassroots level. The third chapter is a case study in which the overall situation ofNanjing community party organization “direct election” as an example, analysis of“direct election” is the important practice of building grassroots democracy within theparty in our country and its constitution and operation. The fourth chapter discusses“perfect countermeasures of direct election”.In the light of the theories developed in the process of grassroots democracyconstruction within China, taking the “direct election” in Liuzuo community as anexample, this essay is intended to summarize and synthesize their main methods. Onthe basis of the above synthesis, some suggestions are put forward in hopes ofimproving the mode of “direct election”.
