"Migrant workers"is a special economic and social concept during the transitional period of China, which refers to the rural registered permanent residences who are engaging in the non-agricultural industries or working in the local and remote cities around China. According to the occupational skill standards, skills training are professional requirements for migrant workers who are engaging in different industries, positions and various types of jobs. After training, migrant workers with the working capacity can obtain the practical operating skills, professional knowledge, ethics and can be very disciplined.Because of the process in urbanization, there are a large number of migrant workers arising in China. Due to the urban-rural differences and household registration system, a series of problems for this large group are becoming a serious social issue at present. With the construction of the Three Gorges Dam, Chongqing has a large number of migrant workers. As one of the China's urban and rural test area, Chongqing shoulders the vital responsibility on researches of solving the migrant workers'problems.Although there is a plenty of researches on skills training for migrant workers, the analysis and researches for their training needs have done little work. So it is of great theoretical value and realistic significance for promoting migrant workers'skills training through a systematical study on their training needs.With the careful survey of training needs, this thesis forces on three aspects in migrant workers'skills training of Chongqing: First, the high demand for skills training cannot match with the actual data of training proportion; Second, without specific training needs guidance and plans, the local government can hardly build an effective restriction mechanism for both community-run vocational training institutions and enterprise-run on-the-job training centers; Third, the enterprises are reluctant or unable to provide skills training for migrant workers, and they cannot get the high quality of trainings from training centers either. So it is a complicated systematic project for providing migrant workers with skills trainings, which involves many social factors. Surrounding the study of different responsibilities from migrant workers, local government and society, this thesis put forward a proposal that migrant workers should change their learning motivations and become very active in their skills training. To build an effective restriction mechanism, the local government should make unified plans on skills training and call on donations form society. Enterprise and training centers should create training conditions and the skills training have to be put into practice as well.Through this study, the author hopes to find the best way to improve the working and living conditions by enhancing migrant workers'own quality and strengthening their competitiveness. This thesis can enrich the research on migrant workers in China, especially in Chongqing and bring some inspirations for the further development in urban and rural test area of China.
