Study On Trade Unions' Precision Training For Migrant Workers In Harbin

Migrant worker is a special group in the process of urbanization in China.Migrant workers training is a good policy to enhance the income of migrant workers and help them integrate into the city.Since the country has clearly put forward the training of migrant workers for more than ten years,Harbin as an agricultural market in the practice of migrant workers significant effect.Trade union organization as an important group organization,is to link the party and the people of the bridge link,in the precision training of migrant workers has made outstanding contributions,but how can we really do the‘precision training'is the trade union organization bottlenecks.Based on the current research on the training policy of migrant workers in our country,this paper summarizes the current situation of the training of migrant workers in Harbin trade unions by analyzing the public data of the statistical offices at all levels,the survey data of the municipal trade unions,the field investigation and interview data of the author and there are problems,It is found that although the trade union organization of Harbin has more reasonable training equipment for the migrant workers,the hardware equipment is more complete,the course type is wide and the coverage is wide,but there is still lack of job responsibility,the difficulty of policy implementation supervision is big,the training course does not correspond to the demand,supplement the professional process is slow,the subsidy standard is unreasonable and the employer and migrant workers training(trained)will not be strong and so on,and this paper analyzes the causes of the problems including the single training mode,the strict control of administrative authority.Finally,on the basis of human resource training and development put forward the countermeasures to improve the effect of precision training of migrant workers.
