Improving learning ability, innovative ability and reign Ability constantly, through the mechanism to ensure the constitution of the Learning Party Organization developed smoothly.The Fourth Plenum of the 17th CPC put forward to build the Marxist Learning Party Organization under the new developments and demands of world conditions, national conditions, Party conditions and meanwhile pointed that the basic of the Marxist Learning Party Organization is the constitution of the Learning Party Organization.
