The Philosophical Analysis About The Annovation Of The Administrative Thoughts Of China's Government

Globalization is on the way to every country in the world because of the development of science and technology, especially the use of message technology. Globalization brings about freedom and communication, which make the economical and social affairs more complex and improve citizen's autonomous ability as well. Citizens are in the urgent need of autonomous right .In that case, government must transform its administrative thoughts. There are two basical administrative thoughts: regulation administration and service administration from the birth of the government to the death of it. The two thoughts derive from the two functions of a state. During the development of the government, the two thoughts are in struggle. Sometimes the regulation administration is emphasized but the service one is depreciated. Sometimes the service administration is emphasized but the regulation one is depreciated. The shift from regulation administration to service one is resulted in the following factors in China. Firstly, it lies in the change of social economic relation. That is the shift from plan economic system to market economic system. Secondly, it lies in the development of a person's personality. Thirdly, it lies in the change of social power structure. Fourthly, it lies in the development of democracy. At last, it lies in the effect of the government reform movement and civil society theory in the western countries. In the instruction of service administrative thought, China's government should be a government ruled by law, a crystal one, a responsible one, an effective one, a scientific and rational one, an electronic one. Thus, the service level of China's government can be improved, which makes economic and society develop harmoniously.
