Project Management Practice Research Of Promoting Social Logistics Construction In The No.E Campus Of National University Of Defense Technology

The socialization of military logistics is an important decision made by the CPC Central Committee,the State Council and the Central Military Commission,considering the overall situation of the national and military strategy.It is also an important way of overall planning of economic and national defense development,the integration of military and civilian,and the strategic initiatives of the realization of enhance the national power in both military and civilian.After years of reform and development,logistics socialization has greatly promoted the modernization of our army,improved the combat effectiveness of the army,and enhanced the quality and level of the logistics support.However,the logistics socialization still faced with many difficulties and problems,such as the effective is slowly can be observed,the implementation of the policy is inadequate,the reform motivation is lack,the construction efficiency is not high,especially the lack of scientific theoretical guidance and successful cases to learn in the practices process.To this end,the logistics socialization of E-campus for National University of Defense Science and Technology University is used as the object,to apply the project management theory to the specific work,to help to guide and promote of kinds of tasks smoothly developed,and then effectively solve the problems.The logistics socialization of E-campus for National University of Defense Science and Technology University is a project.The paper expounds the significance of the topic,the purpose and the domestic and foreign research on the socialization of logistic support.According to the theory of project management,this paper firstly analyzes the background,project contents,mission objectives,organization structure and plan arrangement of the logistics socialization construction project in E-campus of National Defense University of Science and Technology.Taking the barracks socialization subproject as an example,comprehensively expatiates on the practice process,highlighting the key links such as progress control,market investigation,bidding and tendering,contract signing,preliminary acceptance and operation supervision.After that,we combine the “overall push forward the socialization of logistics support standards” and other provisions with the actual work establishes the independent community logistics socialization evaluation system,and uses the post-project evaluation method to evaluate the completion of the project to ensure that the basic objectives of the project must be reached.We summarizes the project management model of the independent colleges logistic support socialized project based on case formation,puts forward some detail suggestions on how to deal with the socialization of logistic support in independent colleges.The research results can be used as references for the army to promote the socialization of logistic support.
