Research On Performance Assessment Of Tianhe District Government-funded Science And Technology Project

Performance evaluation for science and technology project has an important role tostrengthen the scientific management of government, and improve the effectiveness oftechnology resources allocation and investment returns. Currently, there are some problems inperformance evaluation for government-funded science and technology projects including: theproject management in China is lack of effective dynamic monitoring system in theimplementation process, and the projects do not achieve the desired goal after implementation.There are different performance evaluation methods and models for the science andtechnology projects after the acceptance has been finished, but the performance evaluationareas are that the researchers are concerned with, the models and the weights change withdifferent areas, the evaluation methods and models bulit can not meet the requirements forscience and technology project performance evaluation in special areas.In view of the above problems, the research on the performance evaluation for the scienceand technology projects which have completed the acceptance process is carried out. Throughthe comparative analysis of current research on performance evaluation of science andtechnology projects at home and abroad, combined with literature research, the evaluationsystem and the index for the Tianhe District government-funded science and technologyprojects is put forward and built. The weight of different performance is obtained through thequestionnaire survey and the analytic hierarchy process (AHP).Research results show that the index weight of professional work is0.75by usingthe AHP method, which means that the completion of professional work plays an importantrole in the project performance evaluation. The weight of academic value is0.3255accordingto the first place in the second level index of professional work, which is consistent with thehigh position of it in traditional performance evaluation of science andtechnology project. The weight of social and environmental benefits as the second levelindicators of professional work is0.1233indicating that it has a considerable position inperformance evaluation. The financial index is a necessary condition for science andtechnology project acceptance and evaluation, and the financial index weight is0.25which indicating the importance of financial indicators.Based on the weights of index for performance evaluation, performance evaluation forscience and technology projects was implemented through the weighted average method tocalculate the project performance. Performance evaluation for15science and technology projects of Tianhe District was studied based on the analysis for the implementation of scienceand technology projects funded by Tianhe District government. The research results provide areference to issue the work system, specification and policies for the science and technologyproject performance evaluation, and provide basis for decision making to carry outperformance evaluation for the Tianhe District department of finance and technologymanagement.
