| With China's entry into WTO, the broad survey and design market in Guangxi will attract a lot of relevant institutes from other provinces, which will undoubtedly bring great opportunities and challenges to the development of local industry. To make ourselves as the outstanding in the competition, we should exercise efficient project management during the survey and design process. It is also very significant to achieve the effectiveness by studying the time management in survey & design projects.Base on the nature of survey and design industry and the concept of project time management , this dissertation starts with an introduction of the characteristics and the general situations of the industry, followed by an analysis of the existing problems, thus illustrates the necessity of time management. As a case, this paper introduces the project of the 8th phase mobile station system of Guangxi Mobile Communication Corporation . An assessment of the traditional "time management" model is conducted, which gives way to the introdution of the modern time management theory and methodology. The modern theory is then applied to the case above. And a new model of time management for survey and design project is proposed , which includes identifying survey and design objective, setting up basic WBS of design project, figuring out the sequential order of activities by analyzing the internal dependency relationship, estimating construction period by analogy method and triangle simulation, drafting project network chart, and exercising time management by utilizing major control points in network chart. With the proposed model, the survey and design schedule can be controlled and optimized. It is also provided guidance to the time management of survey and design projects. In addition, the dissertation also discusses various factors affecting the survey and design schedule, proposes corresponding solutions and analyzes the relationship between time management and the project cost and quality.
