The Project Management runs through the whole lifecycle of a project. It is composed by 9 parts: i> Project Integration Management ii. Project Scope Management iii. Project Time Management iv. Project Cost Management v. Project Quality Management Vi. Project Human Resource Management vii. Project Communication Management viii. Project Risk Management ix. Project Procurement Management. The primary goal of Project Management is the management of Cost, Time and Quality.The Project Management Information System (PMIS) is a kind of Management Information System (MIS) that used in Project Management. Corresponding with the goal of Project Management, PMIS should have the function on Time, Cost and Quality Management. Being a kind of MIS, PMIS can be divided into, based on its management function, Transaction-Processing System Function-Processing System and Decision Support System, and Data Layer, Application Layer and Interface Layer, based on its logic structure.Due to the affinities between Time and cost, PMIS should combine Time Management and Cost Management together. The theory of "Earned Value" provides a proper model for PMIS. To have the ability to manage a project, PMIS should have at least 6 Subsystem: i. Coding System ii. Plan System iii. Time and Cost Controlling System iv.Material-Managing System v. Human Resource-Managing System vi. Machine-Managing System..However, both domestic PMIS and Foreign PMIS has the shortcomings on expensiveness complexity and cannot integrated with finance software and budgeting software. A PMIS, which fits the requirement of common users, is imminently required.Based on the theory of "Earned Value", this article analyzed the requirement and breaks down the function then designs the modules by using Object-Oriented Analysis and Design. The subsystem is realized in VB.NET and the Database is built on SQL2000SERVER. The design follows the principle "Static Data, Flexible Interface". With the help of UML, the Database is designed by describing the real transaction flows. All this efforts are made to ensure the success of the Database.Finally, after finished this article, the author found out many deficiencies that need to improve. However, due to the lack of time, author could only summarize them at the end of this thesis, hoping that it may help those who have common interest on PMIS.
