With the gradually taking shape of economic globalization, the competition between enterprises is becoming fiercer. It displays directly on the fights for the product market and service market. To improve the quality of products and service, on one hand, it depends on the improving of producer 's quality, on the other hand, the proper using and allocation of talents is necessary too. Talents have always been the key resources that every company fought for. To attract outstanding talents, enterprise must create a mechanism to let outstanding talents show their ability, establishing a performance appraisal system as the core of human resources management to adapt to the talents' growing up.Decades have past since reform and opening up to the outside world.
