In Chinese economics academic circles in 2004 there has been a contention onsuch issues as the loss of state-owned assets. This made the state-owned enterprise'sperformance problem once again hot spots of study. In order to solve the problem ofthe state-owned enterprise, the author researches the performance evaluation systemof the state-owned enterprise.The performance evaluation system of the enterprise develops continuously withthe complicated and volatile economic environment. Therefore we have to readjustthe performance evaluation system of China's state-owned enterprise due toinformationization and globalization. The performance evaluation system of thestate-owned enterprise is different from that of the private enterprise for differentmanagement goals. Because of differences in the management organization and themanagement goals, we can't simply copy foreign performance evaluation system ofthe state-owned enterprise. The author considers that goal of the state-ownedenterprise is composed of the goal of the government, of the employees and of thesociety. It shouldn't be just the goal of the government. Thereupon he plots out theidea for setting up a performance evaluation system of China's state-owned enterprisefrom the goal of the enterprise. With this system the pay and the repay of all interestedparties can be evaluated fairly and justly. We can also resolve the problem of thestate-owned enterprise by establishing a compatible excitation mechanism based onsuch an evaluation.
