The county's government locates in the joint point of urban and rural areas, and play a role of a combination of macro and micro management. It take on very important function and duties. Although the fourteenth session congress of communist's party in 1992 proposed to transform government function , make it be fitting with the system of socialism market economy ,the local government function transformation is still has a long way to go . it may be said that the county government' function will success or not is directly relating to whether the whole nation' government reforming will success or not .So , making use of institutional economics method to analysis the historical variation of the county government function possesses of important practical and theoretical meaning .The county government' function transforming is a historical and institutional progress. Therefore, this thesis takes the county government' function variation as study subjects with the institutional economics method, which includes historical , statistical, economics' cost analysis . Also it combined with the facts of Da Ye city of HuBei province as example of study. In which historical, statistical, economic—costs analysis has been used. So, it try to give point of view by facts or figures .It provides a basis for the next step analyze.The fourth section is mainly discussion the induced institution variation of the county government' function. It should be point out that the accumulate extension of social and economy problems of the county area is the principal inducing cause and original stimulus for institution variation. Whether the changing will be happen or not depending on if the problem reached the critical masses or not .The fifth section discussed the issue of compulsory institutional variation.
