The Neo-imperialism approved by neo-conservationists is becoming off in Americans mess media after September 9 ·11 terrorist attacks .This theory is embodying the changing of the national security strategy of the United States of American, directing the existing diplomacy strategy. This theory assert that the United States of American should shoulder the mission of the big nation in the current international society, the ultimate goal of the United States of American is to set up a monopolistic hegemony of American, so American should go on with anti-terrifying strategy and preemptive strategy; assert that the United States of American should apply double regulations in international political society, that the sovereignty of nation is limited, and think that the Unite States of American should export democracy to those underdeveloped countries and failure countries to conquer all the word All the aggressive standpoints and tough monopolist will have some important affections on current international political order.The first test of the Neo-imperialism is the Iraq war of 2003.The war not only test the United States of American the new war creeds and approaches including the typist information-war, but also fully expose the high-flown and hatch of American to set up a new empire ruling by monoliths American. The Iraq war is a path finding to change the current international political order of American driving by the Neo-imperialismAfter the Iraq war, the further of current international political order becomes the focus of the globe. The victory of the Iraq war, and the Bush's winning in the reelection make neo-conservationism become more stronger, so the affection to the current international political order made by the Neo-imperialism will be more mighty, more lasting, because of this, the author make systemic and all-round analysis with this problem.Besides introduction and conclusion, this thesis contains four parts.Part Ⅰ :The Rising of the Neo-imperialism .This part summarizes the meaning and the main standpoints of the neo-imperialism, at the same time; this part makes an analysis of the background of the rising of theory.Part Ⅱ :The Iraq War, which is the Test of the Neo -imperialism. In this part, a simple description and a detailed analysis of the war were made to see the substance of the war more clear.
