During 21 century, we have been in the times of knowledge economy, the most important characteristic of which is innovation. Universities in which there are a lot of high-tech human resources, science-tech accomplishment and science-tech equipment have become the main origins of scientific and technological innovation. High-tech industry has become the main momentum in the development of social economy, so that speeding up the development of high-tech and high-tech industry becomes natural. As an effective way to speed up the transfer of science and technology and promotion of high technology, University Science and Technology Park (USTP) has been paid more attention to. Our government also has given great support in establishing University Science and Technology Park. Our government has realized that it is important not only for the strategy of developing our country, but also for good to improving the competition of industry and economy. Firstly, I give a brief definition of business incubator, and then introduce the arisen background, theoretical foundation and history of its development.
