Marxist views of human rights index that human rights, a part of superstructure, lies on economic base. Whether its content or its forms and main body, develop and consummate stage by stage, but in relation with relations of production, national tradition, culture % politics, population, geography, national diathesis etc. Realization of the social human rights to what extent is dependent on substance development level of the society. However, technology as fertility has a decisive influence on the level of social fertility and substance development. Modern technological revolution, as a force of substance and energy civilization, promotes Chinese social advancement and economic development, consummates Chinese at the same time, makes people consider and go in for more rights and interests and enriches and develops Chinese human rights greatly.Firstly, the text persisting in historical materialistic standpoints, introduces science and science revolution in addition to their social function, technology and technology revolution in addition to their social function, technology revolution in addition to its social function.
