On The Honesty Of Government

The acceleration of development in Socialist market economy and democratic legal system put the honesty of the government into highlight, and make it worth studying. This paper discusses the honesty of the government from three aspects, namely, general description of the honesty of the government, analysis of the lacking honesty of the government, measures to solve the lacking honesty of the government. I hope this paper can contribute to the academic field and the rise of the honesty of the government. The honesty working on the government becomes the honesty of government which requires honesty from all the governmental organization and staff. The honesty of the government, in philosophical level, comes form a certain background of society. It has gone through several stages to develop before it became a focus of the public. It has the very reason to exist. The honesty of the government promotes the executive ability of the government, and is very helpful to the governmental reform and the development of the Socialist market economy. It meets the demand of The Three Representations and socialist democratic politics and construction of legal system, and the need of keeping a good order of the society, strengthening the state's international competence, and facing challenges from all over the world after the entering of WTO. Despite the importance of the honesty of the government, some local governments break faith occasionally. The losing of the government honesty appears in internal and external losing. The internal honesty losing handicaps the state in achieving the maximum public interests, cementing the basis of legalization of the administration, and keeping the government image. It is harmful to the development of the state's market economy and the establishment of social honesty system. And it makes the strategy of ruling with law and morality more difficult. To stop the harm that resulted from the lacking of government honesty , we should look deep into the phenomenon and search for basic reasons. The reasons of lacking of government honesty are ones that are historical and practical. And others of them are systematical reasons and those that caused by administration and its staff's subjective thoughts. All of these reasons affect each other. On basis of the former two parts, the third one focuses on the solution to the problems, that is looking for the realization of improving the government honesty . Train of thought in mind, we should fulfill these points: 1. restrict the administration and its staff from pursuing their own maximum interests, and establish a system to realize the improvement of the government honesty . 2. use post, power, and responsibility as breakthrough to establish the system. 3. complete systems concerned to reinforce the system. 4. give priority to morality and system development to realize the honesty system of government. 5. attach most importance to improving the government's ability to realize its honesty.
