It has been proved that human capital is not only capital of high profit, but also capital of high risk. It introduces the evaluation guideline system of enterprise human capital investment risk, and establishes a set of fuzzy integrated evaluation module with the combination of subjective judgement and quantitative analysis. And based on mentioned above, developed the Human Capital Management and Investment Risk Evaluation System, which provides a set of practical, professional and systematical solutions. The thought is different from the former study of human capital investment risk, and supports those theoretic modules. So this thesis has both the theoretic complexity and the practical sense.
