As the biggest owner, applicator, producer, user and deliverer of social information resource, the government is facing a unprecedented chance. Electronic government (E-Gov), however, is undoubtedly not only the basic guideline for government reform and renovation, but also radical force of national economy and social information.Although E-Gov developed not very long, most of the government in the world made some effective.practice, we can learn a lot from the developed countries because the E-Gov in these countries is among the top grade just the same as their economy, science and technology, education and so on.After years' fast development, E-Gov in china made great achievements and ever arrived or exceeded the international advanced level in some area. But on the whole, there is still a big gap between China and developed countries and many problems need to be solved because of preliminary stage.As one of the parts of human social civilization, technology can be developed rapidly only if it take social facts into consideration, so does E-Gov, as the production of many technology, it must be meditated through philosophy of technology.
