The rapid development of Information Technology not only has broughtopportunities to various countries in the world, but also has brought a series ofchallenges. When the Information Technology constantly changes the face of theworld, takes all kinds of conveniences to the people, it also has been used to commitoffences easily in all corners of the world. Therefore, many countries determined topromulgate laws and regulations related to information technology, which is used tomanage the development of Information Technology Industry and prevent cybercrimes.India, which is one of the frist12countries promulgate Information TechnologyAct, enacted the Information Technology Act,2000by Parliament in2000, for thepurpose to provide legal recognition for transactions carried out by means ofelectronic data interchange and other means of electronic communication. Then, in2008, Indian Parliament further to amended the Act and called it the InformationTechnology (Amendment) Act,2008. Subsequently, the Act was amended twice in2011. And there are four rules in this Amendment, respectively named InformationTechnology (Reasonable security practices and procedures and sensitive personaldata or information) Rules,2011, Information Technology (Intermediaries guidelines) Rules,2011, Information Technology (Guidelines for Cyber Cafe) Rules,2011,Information Technology (Electronic Service Delivery) Rules,2011.This paper consists of three parts: introduce the background of the Act and itsamendment, state the evolution the content, and analysis the practical significance forthe Act and the Amendments, how China and other countries were influenced by theAct, and what we can learn from India’s experience. And this is the significance ofthis paper.
