In China, there has been a long history to support college students. As the goal of higher education massification has been put forward in my country, in recent years, the scale of the higher education is expanding rapidly. In order to prevent students from being unable to go to school for poverty, State has brought forward a series of documents about State-supported student loans which consummate the system of supporting college students. The thesis has mainly discussed the rapid development of State-supported student loans, also existing problems and correlative countermeasures since 1999 when state-supported student loans undraw its prelude in 8 cities.The thesis includes four parts except preface and conclusion.The first part: expatiating the meanings of state-supported student loans. The papers of state-supported student loans have been modified several times and perfected time by time since 1999. As concerning current higher education in China, state-supported student loans have grand significance both in visual angle of efficiency and equity.The second part: discussing the obstacles and influences while state-supported student loans run. The thesis has discussed separately from four factors about practical obstacles, which state-supported student loans have faced when they are put in practice. The four factors are implement, manage costs, distributing and the difficulty of reclaim.The third part: analyzing why there have been so many obstacles in the implement of state-supported student loans. The thesis analyses the problem mainly from two aspects: one is the restriction of exterior surroundings where state-supported student loans function; the other is the restriction of contraventions existing in state-supported student loans themselves. That is to say, it separately discussed from both exterior and interior causation why there exist those obstacles.
