National student loans can offer more opportunities for the poor family children to go to university, and expand the impoverished students demand for higher education. It is also the one of important fair means for our country to solve the entrance problems. Our country has already made greater effect and solved the burdens of some student financial difficulties since 1999, but we found a lot of question in the process of carrying out it. with the relevant theory of the new institutional economics , western economics ,ethics and economics of education, I researched into this text by some approaches such as qualitative analyses, comparative analyses and document analyses .
