A Study On Standardization Administration In China In The Context Of WTO

Standard is the continuity of a country's sovereignty in the economic field, and it is also an important means for a country to implement the non-tariff wall strategy in order to protect the national industry. The developed countries have shaped their courses of leading international standard, which they regard as a powerful arm to deal with the market competition. After joining the WTO, our government and a great deal of large enterprises have convinced of the importance of international standardization. They have paid close attention to the development trend of domestic and international standardization and made their own standardization strategies actively. Standardization Administration of China participates in the international standardization activity actively even more, it has established the goal of adopting international standard and foreign countries' advanced standard in the following five years. On the policy guidance, we should not only transform the international standard into China's national standard, support enterprises to study and adopt the international standard and advanced standard of foreign countries, but also develop the research of technological barrier actively, strengthen the technical support function of standardization to advance China's modernization. But facing the readjustment of economic structure and new situation after the accession to WTO, some outstanding problems that the standardization of our country still exist: standardization administration system is not perfect, oneness of management is defective, the contradiction between every standard is constant; the overall level of the standard is on the low side, the standard implement is relatively bad; the integral level of standardization employee is not high; standardization funds are insufficient seriously, which restrict the normal operation of the standardization work; the subject consciousness of enterprises is deficient, the response degree of substantive participation into international standard is very bad.Generally speaking, the current situation of national standardization can't meet the demands of new situation.
