The Research On The Accountability System Of Government Officials In China

If there's power then must have responsibility, the power and the responsibility cannot be separated. The accountability system of government officials is the system that investigates the government officials' political responsibility and ethical responsibility if their words and deeds are improper or their behavior violate the will of the people, and it fully reflect the management principle that the power and the responsibility's reciprocity. Meanwhile, as long as the government officials' words and deeds are improper they must take the responsibility, which remedy the defect that our traditional political culture attach great importance to the legal responsibility but take no account of the political responsibility and ethical responsibility, and it also perfect the system that investigating the government officials' responsibility. During the construction of the accountability system of government officials, many problems are exposed, such as its master, content isn't clear, the law isn't perfect, the processing isn't intact. Considering this situation, this thesis makes a comprehensive discuss on the theory of the system of accountability, introduces the system of accountability and its enlightenment in the western countries and HongKong, analyses the main problems and its reasons, put forward my own opinions about how to perfect it.Under the back ground of Chinese reform in the domains of politics, guiding by Deng Xiao-ping's theory, this thesis study the accountability system of government officials with the methods as normative analysis, document analysis.
