Ethical Dilemmas In The Accountability Of Officials In China To Resolve

As a "New Policy", China's "accountability system" has promoted the development of responsible government, and also has become an effective form to restrain the officials'responsibility after SARS. However, its operation still exists some problems, including a number of ethical predicaments. Facing the ethical predicaments, what kind of choices the government officials make ,reflect the quality of personal ethics. This paper attempts to start the administrative through the view of ethics, analysis the ethical predicaments faced by officials , the reasons and try to propose measures to diffuse the situation.Introduction is the first chapter, which starts from the selection based on the current plight of the accountability, point out the lack of the research, come to the establishment of this article and new topics, in this basement, introduce the study and the approach of this paper.The body includes four chapters. Chapter II , the explanation some of the concepts involved and the relevant theory introduced for the discussion. Chapter III mainly analyses the "accountability system" in the ethical predicaments faced by officials and the formation of the reasons for the situation. Chapter IV introduces the accountability of foreign officials, the experience of the construction of administrative ethics and accountability of domestic officials summary of ethics in order to achieve the purpose which "make foreign things serve China" and "make the past serve now". Chapter V is to improve the accountability system of ethics-building component. Ethical predicaments and the reasons for the analysis of the accountability system at home and abroad ethics summary and reference on the basis of the proposed accountability system to improve the ethics of our building solutions. Finally, the concluding remarks for the thesis.
