The Ethical Introspection Of Administering Lawlessly

These years, our government emphasizes running a country and administering according to law more and more, and puts forward an aim of establishing the government which is ruled by law in nearly ten years. At present, the concept of administering according to law has been set up gradually ,but the phenomenon of administering lawlessly is still serious relatively. Administering lawlessly is not only a problem of law and responsibility but also an ethical problem and a moral phenomenon. We may and should make ethical criticism and moral adjustment and control.The article considers and explores administering lawlessly from the angel of morality as follows: the phenomenon of administering lawlessly contains and shows ethical activity, ethical relationship and ethical consciousness. Illustrating it is a moral phenomenon and its moralessence is when the interest of administerial main part happens conflicts which public interest, administerial main part dislocates on the choice of interest's relation and loses moral principle of administering impartiality; the moral harm of administering lawlessly embodies many aspects, mainly influencing the moral construction of administration, destroying moral principle of authority, reducing public reputation of government, breeding corruption and leading to losing moral education norm of society. Conducting moral adjustment and control towards administering lawlessly may from the following aspects: creating positive running conditions and achievable systems of administerial ethics, enlarging construction intensity of administerial ethics, perfecting supervisory system of administerial ethics, punishing illegal behaviors on administerial ethics of administrators on strict side.
