Countermeasures Of The Official Logistic Department To The WTO

After a long and arduous 15 —year quest for the entry of WTO, China has finally entered the mainstream of world economy and joined the line of economic globalization. After the accession of the WTO, China got the unconditional most—favored nation treatment and won the rights that developing counties should have. China will exert great influence on multilateral economy and can settle various international trade issues properly. However, China will, on the basis of keeping the balance between the rights and obligations, abide by the WTO rules and honor its commitments while enjoying its rights. China has to cut down its import tariff, remove all kinds of non — tariff barriers, and further lower its foreign capital entry standard of service field. At the same time, China has to drop regional protectionism and administrative monopoly. Without doubt, the accession of the WTO is a profound change in China involving various aspects of society, economy and life.Since the founding of the People's Republic of China, all official departments have done department logistic management themselves. This traditional official logistic management mode has played an important role in helping departments fulfil their official duties and satisfying staff's living need. However, with the development of society and the establishment of socialist market economic mechanism, many of its defects have been exposed. After the entry of the WTO, the official logistic department should take the opportunities and face the austere challenge to seek for a new kind of official logistic management mode adaptable to socialist market economy, to speed up official logistic management reform and to realize the official logistic management socialization, marketization and specialization. This paper, based on the practice of official logistic management, points out the difficulties and problems faced by the official logistic department, puts forward a new kind of official logistic management mechanism adaptable to the WTO in a bid to provide help and reference for the official logistic departments on how to adjust themselves to the WTO and socialist market economy and on how to realize official logistic management socialization, marketization and specialization.
