After more than 20 years'reform and opening to the outside world,it is obvious that China has great achievement in the development of private economy and that private economy,as a strong power in supporting and promoting Chinese economic growth,has become an important component part of national economy。Despite the difference on the connotation and extension meanings of private economy。"Private economy "is not a normative and explicit academically conception。The appearance of private economy is reflection to Chinese reform and opening and market economy。It is also an prescriptive title。Since the title of"Private economy"has been brought out and recognized formally,there should exist a economic form accordingly. Although , it has lots of represent forms and components。Private economy owns its rules。We believe that private economy has such components:individual economy,privately owned economy,mixed economy (state—owned component is not leading component),foreign capital economy。At present, nevertheless,compared with the domestic enterprises,foreign capital economy have much difference whatever in the structure of property right,or in the mechanism of enterprise,or in the policies they enjoy。The difference is that the foreign capital enterprises enjoy ultra—national treatment。Hence,the foreign capital economy is not in the studies in this thesis。Private economy is an economic form runned by the market rules。It has bright characters:first,clear property right;independent managerial authority;second, flexible managerial mechanism , inter grated with market ; third , effective prompting。With the development of market economy,there will be the grandness of private economy。The rapid developing privat economy will bring out:first,the quick foundation of mechanism of socialistic market economy;second,the large growth of employment;the tremendous growth of local economy;fourth,the richness of the country。During the implement of the "first five year plan",the traditional industrial bases in Northeast China have developed gradually,with the help and guidance of central government。They have the achievement gained by these bases flared in Chinese economic history。The rapid developing of state—owned enterprises and resource—based industries has brought out huge glory to the people of Northeast China。However,under the long—term protection of the central government, traditional industrial bases of Northeast China and Jilin lost competivness,partly because of the strict management of central government。More over,during the reform and opening and the construction of socialistic market economy,lots of stat—owned assets were set aside;many managers and technologists。Left the enterprises;a larger number of technical workers were fired。As a result,the economy of Northeast China has the sign of declining and problem of social stability has become prominent。The huge investment from central government has begun to be exhausted slowly。There fore,the economic structure of these bases needs reform and adjustment imperiously。Less developed market economy is the common problem which faces traditional industrial bases in Northeast China and Jilin。Campared with developed region, private economy lagged is an important reason。As far as the adjustment and reform of these bases,the problem to be solved is to set up new mechanism of market。The central government function should change and the reform of state—owned enterprises needs to be perfected,which are difficult to implemted with the less developed private economy。There by, the swift growth of private economy play a key role in the adjustment and reform of these bases。Since the reform and opening,ZheJiang province has become a strong economic province,which owned economy。Private economy is the backbone of the economy of ZheJiang。To develop private economy rapidly is one of the strategy of development of ZheJiang。Un till the end of 2002,the number of individual and privately—owned enterprises registed by bureau of commerce and industry are 1529 thousand and 249 thousand respectively,ranged at third and fourth,with the employment of 2756 thousand 4040 thousand and with the registed capital of 35.9 billion RMB and 215.6 billion RMB。In 2002,the added value of private economy of ZheJiang is 537.57 billion RMB,accounting for 69% in GDP。The added value of privately owned economy is 366.76 billion RMB,accounting for 47.1% in GDP,13.4% more than 1997。The swift growth of ZheJiang economy benefits from the rapid development of its private economy,which is a valuable reference for other regions。In order to change the situation of poor economy of its industrial cases.。JiLin province should pay much attention to the successful case of...
