With the help of relative theory that I've studied during my MPA learning and drawing on the experience of government performance of both domestic and foreign countries, and combining the theory with the working practice at the Development Zone, this article studies and probes into the ways to coping with a situation of establishing performance management system at the Development Zone â… ,Meaning of Performance Management It is a process of management, during which attain the goal of organizations and makes organizations, groups and individuals perform well in the role of their duty through agreement and realization of organizations'objectives, standards and the ability needed that forms a framework.. The objectives of performance management is to create a cultural atmosphere that the individuals, groups and organizations may make sustainable development and dedicate themselves for their jobs. The process of performance management can be used for conveying and strengthening the strategy, value and standards and integrating the objectives of the individuals and the groups (departments), and also making individuals express what they should do, where should go and how to be supervised. Performance management possesses three basic functions of evaluation, judging and tracing, which make a role of evoking the work favour and being an effective tool of management in modern management. â…¡,The Current Status of Performance Management of Government Organizations The practice of performance management of most government organizations began in the early 1970s. The main character and trend of performance management of foreign countries are: institutionalization and legalization of performance management. First, evaluation of performance becomes the legal requirement for the government organizations; Second, the institutionalization also means the establishment and perfection of performance evaluation institution. Standardization of performance management means first the standardization of performance evaluation content, then the standardization of evaluation process and last the results of performance evaluation. Sticking to guidance of public opinions has become an important development trend id the practice of performance management of the developed countries. In order to establish the effective, harmonized, standardized executive management system since opening to the outside world, our country has carried out sustainable reform of executive management system and in the changing of ideas, government functions, and adjusting of organization structures, changing of behavior manners, we have introduced and drawn on the experience of new popular new foreign management mechanism, techniques and tools of management and strive for improving the government efficiency. So, the government performance management begins to be on the way of practice. Performance management of our government organization can be generally divided into three classes: first, the "generally-proper"performance evaluation of government organization whose characteristics is that performance management is used as the first step in the special management institution and with the pauperization of this kind of management, it would be widely applied to many public organizations; second, concrete industry organization performance evaluation. Organization performance is applied to some industries and generally has one-way characteristics from the upper to the lower organizations, i.e. the main departments of the government establish evaluation target system, which the organization regularly evaluates the enterprises and public institutions attached to it and third, special performance evaluation. Organization performance evaluation aims at a special activity or one aspect of the government whose concrete ways include management of objectives and organization performance management evaluation, social service commitment system and organization performance evaluation, performance supervision and organization performance evaluation, construction ofefficiency and organization performance evaluation. â…¢,Analysis of Current Status and Key Factors of Putting in Practice of Performance Management Approved by Jilin Provincial People's Government, Changchun Jingyuetan Tourist & Economic Development Zone was established in October 1995 as a provincial-level development zone. It is the key scenic spot, national forest park, national ecological demonstration area, national AAAA level scenic spot, state civilization demonstration scenic area and holiday resort area of Jilin Province and ecological tourist demonstration area of Jilin Province. Putting in practice of performance management at the Development Zone is of benefit to optimizing the management system. The Development Zone is an agency of Changchun Municipal People's Government and exercises the leadership over both the economic and social affairs of the Development Zone and has the double functions of government administration and enterprise management, with economic management playing the major role and social management the supplementary. However, with the development of the Development Zone, it would become ever larger and has more social management functions and go on and on like this, it will lose the advantage of system of the Development Zone, so performance management will fully play the role in the government management and demonstrate the new view of value Putting in practice of performance management here in the Development Zone will be of benefit to work efficiency and also significance of the performance management here is first the plan-aided function and more important is of benefit to setting a norm for the next step and in the mean time, to creating of performance management atmosphere inside the organizations, which will be permeated with every step of our management work. Putting in practice of the performance management here is of benefit to enhancing credibility and creating good image.
