Under the environment of economic globalization, trade marketization and institution reform, geological prospecting institutions are facing the change policy, the industry revolution, the institution reform and other challenges.Since the Eighteenth National Congress of the Communist Party of China, the government has speed up the reform of public institutions. The State Council promulgated the Regulation on Personnel Management for China's Public Institutions on July 1st, 2014. The relationship between public institutions and their employees are defined as contractual by the regulation, meaning the end of life tenure. Under the situation, the performance management become more and more important in the management of the geological prospecting institutions. The performance assessment is the key element of performance management, which play an important role in achieving strategic objectives and enhancing the core competitive ability. Therefore, performance assessment has become the focus of attention for the institutions. How scientifically to establish the suitable performance assessment system for the institutions, how to make the employees to draw out their potential to improve work performance and how to correct and effective evaluate the work performance have become the first issues. Therefore,in order to achieve strategic objectives and sustainable development, the scientific and reasonable performance assessment system must be established.In this article, through the related theoretical knowledge and questionnaire survey, study and analysis the problems of performance assessment in the SK Geologic Prospecting Institute, to formulate a scientific and effective performance assessment system to accord with its characteristics. Firstly, the article described the study's background, purpose and significance. And then,through the research of the institution of SK and performance assessment of the status quo, analyzed the problems in the assessment and the source of the problems by questionnaire survey. Thirdly, combine with status quo of SK,applying balanced scorecard, 360 degree feedback and key performance indicators method, design SK's performance assessment system. Finally, the new assessment system in the institute further implementation of therecommendations and applications.
